Located in the south of Liaoning
province, Haicheng city owns a population of 1.12
million with the total area of 2734 square kilometers.
The national output value in 2002 of the city
reached 20.5 billion yuan.

ownership, accounting for 38.6% of the total industrial

positions throughout the city. In recent years,
the municipal government stipulated a series of
preferential policies in regard of land, taxation,
governmental service and enterprise protection to
create a spacious development room for the textile
industry and the industrial parks.

parks have been established such as Ganwang Hightech
Textile Industrial Park and Xiliu Garment Industrial
Park. Taking Xiliu garment market as lead, relying
on the modern textile industrial parks in the
city, depending on privately running textile and

the textile industry of Haicheng in the future
will seize opportunities by any possible means
to propel the takeoff of the industry as soon

The development aim of the industry is to reach
the output of 30 billion RMB, absorb 1.5 billion
US$ foreign investment, earn 1billion US$ foreign
exchange through exportation, realize 1billion
RMB tax and duty and provide 150 thousand employment
positions in the future five years. By then Haicheng
will be crowned as the Textile City in North China.
